Consular Officer
A U.S. State Department officer who interviews visa applicants abroad.
Consular officers have broad discretion to issue or refuse visas and their decisions are generally not subject to judicial review (the doctrine of consular nonreviewability). Most immigrant visa interviews abroad are conducted by consular officers.
